European Guidelines for Fire Safety Inspections: Interim Report Available!

27 Mar 2025

A foundation for European guidelines: understanding inspection practices and challenges in residential and public buildings.

Fire Safe Europe (FSEU), in collaboration with Efectis and RISE, is proud to share the Interim Report of the project to develop European Guidelines for Fire Safety Inspections in Residential and Public Buildings.

This report provides a comprehensive overview of the current inspection landscape across Europe, based on regulatory reviews, expert interviews, and a survey with 46 stakeholders from 22 countries.

📌 Key Findings:

  • National practices vary widely, leading to inconsistent safety levels

  • Passive fire protection is often overlooked compared to active systems

  • Inspector competencies and reporting standards lack harmonisation

  • Strong demand exists for European guidance to support safer buildings

The report also maps good practices that could serve as a foundation for more harmonised, effective inspections across the EU, Norway, Turkey, and the UK.

📣 Stakeholder Feedback: As we move into the next phase—developing the actual guidelines—we are calling on fire services, building inspectors, regulators, property owners, insurers and all fire safety professionals to review the interim findings and share feedback.
