Faster housing delivery must not mean weaker safety
This week’s State of the Union timeline sends a clear signal: housing will be one of the European Union’s key priorities in the year ahead.
The EU’s Affordable Housing Plan sets out an ambition to deliver more homes, faster, while a forthcoming Housing Simplification Package is expected to address administrative barriers and speed up housing delivery across Europe.
For Fire Safe Europe, this renewed political focus on housing also brings an important question: how can Europe simplify and accelerate delivery without weakening the checks that keep buildings and their occupants safe?
When the Affordable Housing Plan was announced, Fire Safe Europe joined 13 organisations representing fire safety, construction and consumer protection in publishing the joint position paper “Safety by Design in Europe’s Housing Simplification Agenda.”
The central message is straightforward: simplify procedures, not safety outcomes.
Housing delays are rarely caused by fire and life safety requirements themselves. They are more often linked to fragmented administrative procedures, inconsistent interpretation of requirements and unclear responsibilities between different levels of government and authorities.
Against this background, Fire Safe Europe and its partners have highlighted three priorities for the European Commission: integrating fire and life safety into planning and permitting from the outset through a safe-by-design approach; ensuring that positive administrative silence does not apply to critical fire and life safety checks; and developing more harmonised EU-level fire safety data, so that simplification measures are based on evidence.
The State of the Union agenda confirms that Europe is entering an important phase for housing policy. As work on simplification progresses, it will be essential to ensure that the drive for faster delivery goes hand in hand with safe, resilient and high-quality homes.
Safety is not a constraint on Europe’s housing ambition. It is a precondition for it.
