EPBD Revision: Joint Statement on Fire Safety Guidelines for Car Parks

Last week, Fire Safe Europe signed a joint letter on the fire safety guidelines for car parks with 13 organisations working on fire safety and e-mobility.

The joint statement calls upon the European Parliament to reintroduce an amendment in the Energy Performance of Buildings Directive (EPBD), asking the European Commission to publish fire safety guidelines for car parks by 2025. Unfortunately, despite the strong support of the Committee on Transport and Tourism of the European Parliament (TRAN) to this specific amendment, the Parliament later rejected the TRAN opinion.


Fire safety and e-mobility organisations consider this measure crucial to ensure the safe and smooth deployment of recharging points of electric vehicles. Indeed, gathering knowledge and experience at the EU level to identify the risks and issue harmonised guidelines can support the installation of recharging points while ensuring that fire safety is guaranteed.


Thus, the undersigning organisations appeal to the European Parliament to reintroduce the TRAN amendment adding a new paragraph 8a to art. 12 of the EPBD:


“By 2025, the Commission shall publish guidelines specifying the standards and protocol to be recommended to national and local public authorities for fire safety in underground and surface car parks.”

The Fire Information Exchange Platform (FIEP) coordinated by DG GROW of the European Commission would be the right place for developing these harmonised guidelines, and our organisations are ready to provide input.
